Access to public information is a fundamental human right for democratic citizen participation. In Ecuador, the Organic Law on Transparency and Access to Public Information (LOTAIP) is the main regulatory framework for guaranteeing this right. The updated version, LOTAIP 2.0, in force since February 2023, incorporates mechanisms aimed at strengthening accountability and improving the relationship between the State and society. This research evaluates the impact of LOTAIP 2.0 on promoting government transparency and citizen participation through a documentary analysis of the regulatory framework and institutional reports. The results show that the reforms have not significantly increased effective access to information in state institutions. Obstacles such as institutional resistance and technological limitations continue to hinder effective access. Effective implementation requires strengthening the legal framework, better socialisation strategies, and greater institutional commitment to enhance transparency and citizen participation.
