Abstract

The objective of this research was to analyze the legal responsibility of the municipality of Babahoyo in cases of gender violence. A mixed approach was used for this purpose. The population consisted of 218 people, who participated in a structured survey, and a semi-structured interview was conducted with prosecutor Lisbeth Salmos Barsola, a specialist in gender violence. The results obtained reflect mostly negative or neutral perceptions. The majority of those surveyed consider that local regulations are insufficient, protection measures are ineffective and coordination between institutions is deficient. Likewise, training and awareness programs on gender and human rights are not perceived as adequate or effective.
